The Government of Kenya has been implementing the Kenya Municipal Program with funding from the International Development Association (IDA) World Bank, The Swedish International Development Corporation Agency (SIDA), since 2010 to May 2017. The Overall Objective of the KMP was to improve planning and infrastructure of urban areas in selected counties. In its restructured form, KMP was being implemented in 14 county governments (based on the former selected municipalities) and the State Department of Housing and Urban Development of the Ministry of Transport, Infrastructure, Housing and Urban Development (MTIHUD) through four components:
- Institutional strengthening;
- Participatory strategic planning for urban development;
- Investment in infrastructure and service delivery; and
- Programme management, monitoring and evaluation.
Component 2: Participatory Strategic Planning for Urban Development
This component provided support for:
- Preparation of strategic urban development plans—including physical structure plans and capital investment plans—developed in consultation with stakeholders
Community mobilization and participation in these planning processes and in other programme-related initiatives

Dissemination of Component 2 Outcomes:
This WebGIS platform has been developed by the State Department of Housing and Urban Development in collaboration with UN-Habitat,to disseminate the Integrated Strategic Urban Development Plans (ISUDPs) that were developed under Component 2 of Kenya Municipal Program. Through this platform, diverse stakeholders are able to view the proposed land use plans or structure plans, download full reports of the plan and the respective capital investment plans for 9 cities and towns: Embu, Kilifi, Kitui, Malindi, Mombasa, Naivasha, Nakuru, Thika and Nyeri.
